DESIGN ENGINEER






Project Engineer with twenty years experience in the international oil and gas industry, predominantly in onshore and offshore engineering. The areas of work vary from Design I Production Operations through to Commissioning and Start-up, with the ability to identity and solve problems, motivate staff establish budgets and control expenditure. Familiar with British I Norwegian and Duteh BS I API, NPD standards and regulations.

PROJECT DESIGN ENGINEER FOR SHELLS FPSO - ANASURIA

Project Design Focal Point for the receipt of work authorisation (WIIWAF's) for Change Proposals (CP's) and Technical Studies (TS's) for Shells FPSO Anasuria. One of my Project tasks was to ensure the successful commissioning and Start Up of Shells FPSO, Anasuria. This initially required a review of a 3rd party outstanding system report, this report concluded that the % of outstanding work was estimated at 1500 man-hours. I challenged this report after a field site audit, this audit highlighted an offshore commissioning requirement of approximately 25,000 man hours. By allocation of man-power and resource planning. I effectively implemented a SUPER stretched target 1st Oil date. This cumulated in the ISC successfully achieving 1st Oil for Shell 43 days after sailaway, 3 days ahead of Shells original critical path date, I was seconded as part of the Shell guarantee team, a role I continued in, through first gas, and the following water injection phases, (the final commissioning man-hours to allow system start up were 24.200]

Due to my pro-active customer focus, the initial planned design work for 1997 doubled, enabling the ISC to deliver stretch performance targets for Brown and Root AOC, whilst attaining Shells performance criteria, allowing the recovery of Production enhanced Assets ahead of Target.

My current role is to align design scopes and objectives of CP/TS with Shell Focal Points, and prepare CTR

[cost time resources] for study or design work. Agreeing target cost estimates, developing individual plans which cover design, cost control and monitoring, via a multi discipline design teem consisting of Process I Instrument I Electrical I Mechanical I Loss control I Structural and Piping design engineers. Ensuring all actions arising from HAZOPS I ENVIDS I HAZIDS are captured, and any actions requiring procedural input to POPMs or Offshore compliance are captured via the commissioning group for the Offshore and close out phases in the Project scope. Sustaining a high level of communication and liaison, in order that customer and external focus are met, and exceeded, whilst maintaining: -

· Operational targets.[ via attendance at monthly Shell reservoir I production interface mtgs.]

· Resource securing.

· Risk control, and communicating within the company.

· Development of individual plans for CP/TS's from the design phase to close out.

· Ensuring a constant cost control and monitoring.

· Provide technical support ensuring compliance with all standards I regulations.

· Health, Safety, Environmental and Quality project compliance and operations assistance activities.

· Improving and maintaining business integrity in accordance with the ISCiShell Business Management System

· Ensuring our people and culture are aligned with Shells objectives.

 

I currently have between 30 - 40 ongoing Projects, to which I have overall custodianship, [cradle to grave] the current onshore field design hours are in excess of 90.000 man-hours. These Projects can be split down into Design Technical Studies and Design Change Proposals.

Technical Studies

This requires the alignment of all disciplines in the resolution of an Offshore PIR [Problem Improvement Request] requiring the following to be agreed and approved

· Scopeofwork
· Conclusion I Qualification
· Cost contained or screening estimate

The above represents a sample of my current ongoing, and previously completed Projects. Project budgets ranged from £5O.OOO to £7 million, with a collective field budget in excess of £25 million.

MAY 1994- MAY 1996

 

SHELL CENTRAL ISC
LEAD DESIGN COMMISSIONING ENGINEER

Carry out all instructions for CP's I TS's requested by the ISC Focal Point, ensuring all work is implemented in accordance with the CP.I TS design criteria. To manage and control in a timely manner (in line with the Year Plan) all commissioning procedures with the aid of Client I Design I Development liaison, to minimise offshore working by maximising onshore FATs and 3rd party audits. This included co-ordination of a multi-discipline commissioning group, and interacting with all other discipline Leads, to ensure the Clients requirements were on-passed throughout the group, ensuring that all offshore commissioning was carried out safely and to design intent. To ensure all aspects of close-out were reviewed and completed in a timely manner after handover, whilst ensuring all activities for HSE&Q compliance were met.

During this period, I was asked to review the current procedures for Design I Commissioning I Development, this review highlighted short fills in our current working practices, and lead to the introduction of the Integrated Services Dossier (1SD) which I initiated. This dossier contains all aspects of Design I Commissioning I Development in one dossier, reducing the time for issue of separate dossiers and the repetitive issue of drawings for the same work. I also addressed the method of which close out was carried out. This initially was started on receipt of a handover certificate, i.e. safety data, PMRs, this has now changed and all close out work is addressed upfront, and the ISD appendices highlight all close out requirements. This ensures that all close out activities are completed with more expediency, and ensures the ISC have maintained I controlled integrity for all Work Instructions. Both the ISD and the revised close out procedures form an integral part of the current ISC daily requirements.

SENIOR DESIGN COMMISSIONING ENGINEER

Carry out all instructions for CP's I TS's requested by the Load Commissioning Engineer, to ensure all work is implemented in accordance with the CPITS design criteria. To manage and control in a timely manner (in line with the Year Plan) all activities for HSE&Q ensuring project compliance. All procedures were written to ensure Safety I Environment I standards and regulations for the design intent were met. Ensuring all "As-Built" drawings were reviewed and 1 set on-passed to the relevant offshore Focal Point. With the completed procedure being returned onshore to complete close out.

BP - PETERHEAD GAS RECEPTION FACILITY - MILLER
INSTRUMENT I ELECTRICAL DESIGN COMMISSIONING ENGINEER

Initially based in John Brown's Design House in Glasgow [for BP] as the client's representative. Reviewing and commenting on all aspects of design.. Part of my duties required the participation in technical audit for 3rd party contractors I factory acceptance system witnessing at vendors works, and ensuring compliance with BPI BS specifications. During the initial phases within John Brown, I ensured all design standards and regulations were being adhered to, requiring the review of engineering queries on design philosophies, and giving recommendations for improving system reliability. I was also responsible for ensuring that all the procedures I manuals required for the Miller Gas System - Gas Reception Facility, in all 28 systems covering electrical distribution, fire and gas through to ESD and Fiscal metering were in place. Following the completion of the design and commissioning phase at Glasgow, I transferred to the Peterhead site, were I set up a Project I Design I Commissioning team, acting as the senior BP Project I Commissioning Engineer.

 This entailed the acceptance of systems from BP construction, implementing initial commissioning procedures, whilst monitoring progress and percentages against a planned system handover schedule. This lead to a smooth transition period from commissioning to the introduction of Hydrocarbons, the Project was successfully handed over to BP I Hydro Electric Operations. [6 weeks ahead of plan]

AMOCO
INSTRUMENT I ELECTRICAL ENGINEER

Part of an integrated management team to co-ordinate the installation of ESD valves, gas compression modules and living quarters. Main duties being the daily running of the Instrument/Electrical teams, with daily in-house meetings to highlight shortfalls, progress and percentage completion of each activity. Due to nature of contract (high manning and short duration) planning of activities was critical and part of duties was to forward engineering I planning of next phase of work scope, ensuring smooth running and no barriers to progress and all materials available prior to start. NB completion of project was finished ahead of time.

HAMILTON BROTHERS I AMEC- RAVENSPURN
INSTRUMENT I ELECTRICAL ENGINEER

Engaged on above projects integrated management teem to develop all aspects of hook-up and commissioning for modules based at Nigg and Middlesborough prior to ship out for offshore hook-up for new gas complex offshore. Involved with module punchout and workscope development. Subsequent engineering planning and formatting of Job Cards and Material Take-Offs. This then lead me to becoming Onshore Instrument/Electrical Engineer co-ordinating all aspects of engineering requirements with subsequent visits Offshore to start Hook-up of Well-head instrumentation from Brisco Panels to Field X-mas trees. Answering engineering queries and raising same, making sure of quick and correct expedition of material and engineering back up.

TOTAL OIL MARINE - NORTH ALWYN
INSTRUMENT I ELECTRICAL ENGINEER

Primary duties being the hook-up for all oil, gas and water injection flowlines. This involved the installation of all instrumentation, instrument piping and electrical works associated with each flowline and associated design, construction of all new works and modifications on NAA and NAB. All works carried out under control (E&I) with teams of instrument technicians, electrical technicians and instrument pipefitters. All aspects of E & I worked on from ESDITelemetry/AnalysersIPCS/ /F&G/PA/TV through to small power and lighting, drawing up inspection QA I QC packages for all documentation prior to handover to client (Lloyds). Liaison with client on work progress and submitting weekly lookaheads and bar charts for planned and estimated workloads.

KVAERNER I NORSK HYDRO - NORWAY
INSTRUMENT I ELECTRICAL COMMISSIONING FIELD ENGINEER

Commission and inspect all electrical and instrumentation packages, loop checking, inspection of equipment ensuring compliance with NPD regulations. Ensuring all rated equipment complied to its area and BASEEFA standards, also making up of punch lists for client's specification and making up of as-builts, the testing of all Hv and LV SWT gear, checking correct loading of MCC draws (BBC) against field loading (of drives, motors etc.). Work was mainly involved with the main generation turbine system, compressors, instrument air and 13.8kv power system, compilation of packages for final documentation for client's approval.

BP - SOUTH EAST FORTIES
ELECTRICAL COMMISSIONING ENGINEER I SOUTH EAST FORTIES

Pre-commission and commission all electrical systems involved with above project. Duties also involved testing of all MCCs primary secondary injection, motor runs, inspection and general fault finding associated with all systems. Commissioning of all electrical plant and main 11kv switch gear, also involving rectifiers, inverters, converters, transformers and battery UPS system, also the setting up of rotorks and valves. Vendor's packages were also worked on drives and excitors. Prior to commissioning, punch lists were made up and handed to subcontractors for reification. Most time spent on tying in all electrical systems via computer, as this project control was critical for testing of system operations and ESD and PSD control. Duties also included final documentation prior to acceptance by client.

ESSO I FLUOR FLEXICOCA - EUROPORT HOLLAND
ELECTRICAL COMMISSIONING ENGINEER

To commission all sub-stations and plant involved in the Flexicoca Development, commissioning of MCC intertripping CTs overloads, primary and secondary injection, battery injection and load testing prior to load run in and critical load transfer. To commission all subs and relevant associated plant and an in-depth submission of all faults found and in most cases to redesign MCC draws to tie in also involved. Site instructions and extra work packages were also made up for sub-contractors. Also involved in the final documentation for hand over to client.
