GENERAL
I have been employed in the petrochemical and natural gas production industries for fifteen years, most of which have been spent involved with Loss Prevention. My experience includes holding supervisory positions relative to Fire and Safety associated with the following process units or equipment:-
Eghylene complexes incorporating the production of Styrene, Chlorine, Alchohols, V.C.M., P.V.C., Cryogenic Stroage, Tank Farms, Harbour Loading Facilities, Refingin and most recent Natural Gas Compression, Purification and Power Generation.

FIRE and SAFETY OFFICER (Foster Wheeler Energy Limited) Sui Gas Compression Project, Sui Pakistan
General Description
I was employed by Foster Wheeler Energy Limited at the Sui Gas Compression Project in Pakistan as the company Fire and Safety Representative. I joined the project during the latter stages of construction and continued through commissioning and into the operational phase of the station.
The Compression Station is located within a large natural field which supplied process gas from the well heads to six Mannesman Demag barrel type process compressors driven
A.E.G. Kanis frame 3 gas turbines. Other equipment within Station includes : -
Four 3.2mm Ansaldo Turbo generators driven by frame 1 gas turbines, a nitrogen generation plant, plant air system and Station control provided by Cooper Bessemer computer (Flexitrend FT 1000) and numerous fire and gas systems.
DUTIES
As the Project Fire and Safety Officer I was responsible to our client for the following duties:-Co-ordination and supervising all Safety and Fire Fighting activities, ensuring that both company and statutory regulations are fully observed.
Developing short and long range plans concerning all Fire and Safety matters. Arranging and attending management meetings in order to advise the client's representatives accordingly.
Planning and presenting counterpart training schedules for the clients nominated Fire and Safety representatives was the aim of transferring adequate knowledge in order that the nominated counterparts would eventually be competent to undertake the full responsibilities for all Fire and Safety matters.
Preparing and presenting training schedules relative to all statutory Fire and Safety procedures, including: procedures1 Emergency actions, safety audits, safety inspections, gas testing (02 analyser & explosimeter for vessel entry etc), workshop safety, the introduction of the permit to work procedure, including:- hot work, vessel/confined space entry, radiography, excavation, h2s monitoring and the organisation of the Station safety committee.
Routine inspection of all fire fighting and safety equipment on a regular basis, ensuring that the equipment is maintained to a standard where it is readily available for use at all times.
The training of Operations and Maintenance personnel the in practical use of all available fire fighting equipment.
Carrying out all associated administration duties including forwarding reports detailing recommendations to company management and the client's representatives. Maintaining all records relative to routine inspections of equipment and training activities.

HEAD of FIRE DEPARTMENT (Fire Chief) Ras Lanuf Oil & Gas Processing Co. Ras Lanuf Libya
General Description
The Ras Lanuf Oil & Gas Processing company consists of a large petrochemical complex containing the following units:-
Eghylene Plant, Refinery Process Unit, Tank Farm, Six Berth Seawater Harbour, Power Generation, Cryogenic Storage, Desalination Units, Numerous Fire and Gas Systems, Township, Airstrip and four full time Fire Stations manned on a twenty four hour basis by 120 personnel and equipped with twenty fire fighting appliances.
I joined the company during the latter stages of construction and remained through commissioning to the operational phase.
I was initially employed by the company as a Fire Shift Supervisor. However, I was promoted to Head of the fire department in Feb 1983.
DUTIES
PRESENT TRAINING SCHEDULE IN FIRE DEPARTMENT
Initiate effective emergency procedures unitising manpower and equipment to the best advantage. Controlling emergency incidents liasing with Operations management in order to achieve effective suppression of emergency incidents.
Carry out all associated administration duties including record keeping.
Possess a full working knowledge of all fire and gas systems including system design logic and functions.
Review proposed fire protection and detection systems1 insuring construction complies with design specifications. Witness acceptance tests and commissioning of fire and gas systems1 making any resulting recommendations on behalf of the company.
Advising senior management of all necessary improvements1 modifications and cost effective requirements as applicable to relevant legislation and National Fire Protection Association Codes and Standards.
Co-ordinate subordinates ensuring that daily work requirements were effectively carried out.
Arrange shift rotas, routine inspections and preventative maintenance schedules and training requirements.
Attend or arrange meetings with company management forwarding all necessary recommendations related to fire and safety within the complex.
Possess a full working knowledge of applicable legislation and N.F.P.A. codes and standards in relation to building construction, means of escape and the fire protection of company premises.
