An experienced Project Manager ~ Procurement and Contracts specialist established via a positive career path in both the UK and overseas, always in dedicated and integrated Project Teams, across Constriction, Petro-chem, Rail and Power industries, in both the Private and Public Sectors.

Najayo Power Plant - [Dominican Republic]
Rolls Royce Power Ventures Limited

Responsible for the development, implementation and management of EPC and EPIC Contracts for a ~W Diesel Engine Generator Power Plant in the Dominican Republic, including planning, budgets, commercial risk analysis, contract negotiations leading to implementation. Project value circa $22 Million, across 5 months schedule. Project implemented via SPVC in the British Virgin Islands, with Rolls Royce Power Ventures being the Project Sponsor on behalf of Cernentos Colon S.A as the user. Project completed March 1998 some 3 weeks ahead of schedule.

Secondary responsibility for the development of EPC and EPIC Contract templates for use by Rolls Royce Power Ventures for international applications, including SPVC Finance arrangements and ECGD I World Bank Lending Agreements.

 

August 1996 - January 1998:

New Parliamentary Building - Westminster, London
Client: SAF Fenesttration Limited (SPJVC)

Responsible for the implementation and delivery of a $64 Million Trade Contract for the New Parliamentary Building in Westminster London, specifically the Fenestration and Blast Proof Cladding, i.e. the design, procurement and manufacture, prior to installation of some 300 tonnes of Aluminum Bronze and Manganese Brass Panels from cast and extended forms.

Management accountability for 70 personnel, skilled and semi skilled, across three Sites in the UK, France and Switzerland. Project delivered 2 months early, with overall margin of 16.7 % against preliminary forecasts of 3 month slip and 12% margin. Contract management (JCT 80 format) and complex supply agreements within a management environment, against emerging design and finding constraints imposed from the Parliamentary Works Committee were a very challenging and key role.

Scope of Works completed and placed into storage prior to the construction of the Building which is delayed due to site conditions and availability.

Presently on a retained basis (part time) for purposes of administration and training of remaining staff employees.

 

March1996- August 1996:
Project Procurement and Contracts Manager London Underground limited - (PFI Study Group)
East London Line Project

Requested to assist London Underground Ltd on the determination of scope and commercial risks associated with the development of the East London Line under the UK Government's Private Finance Initiative. Preparation of a Consultation Document, discussions with Private Sector consortia, and liaison with the Dept. of Transport and PFI Executive Committee to obtain approvals under the Transport and Work Act, and to implement interfaces with Railtrack PLC that would not conflict with the Railways Act 1994. Overall responsibility for the preparation, presentation (to senior London Transport Executive and other Public and Private Sector organisations) and implementation of a Procurement and Contracts strategy for the scheme, including Public and Private Sector subsidy level analysis, programs and form of Contract selection in event of Project release.

Charnel Tunnel I EPS Projects

Appointed as Senior Buyer (Contracts) in November 1993,1 was appointed Procurement and Contracts Manager for the above high profile projects in January 1994.

Responsable to the Senior Projects Director for EPS I Channel Tunnel, I was responsible for; and accountable for the development, approval and implementation of a Procurement and Contracts Strategy for over #160 Million value of Works on the existi and new Rail infraucture, including OIL Electrification, Civils, M & E, Signalling and Consultancy Services on a multi site, multi-phase route modernisation and route extension programme.

Risk analysis, utilisation I planning of scarce resources, strict safety and operational considerations, and Service consotirniation were essential day to day activities. Responsible for a team of Quantity Surveyors and commercial assistants, and latterly an integrated Design Team consisting of newly privatised Railway Consultant Service companies my role and position involved high level presentations I approval applications for significant expenditure and Risk commitments, together with day to day Contract maagement within the Project. Development of Construction Management and Management Contracting solutions for the Project against milestone orientated Project Plan also instigated.

Seconded to a small seawater intake project at site in Tobruk, Libya, responsibility included sourcing and securing capital equipment required for the Project against engineering specifications prepared in Italy, and arranging the supply of such equipment in difficult circumstances due to Sanctions. Project suspended in september 1993 due to Libyan problems in cleaning and obtaining US Dollar funding to enable continuation of the scheme. All capital equipment contracts either terminated or novated to other organisations, and goods in transit expedited on overland routes from Nigeria and other W. African countries.

Sleipner West/Karsto MTBE Project

Responsible for sourcing, ITT, negotiations and award of capital equipment packages for the Sleipner West and Karsto MTBE Ethylene Plant construction, including pipe, bulks, rotating and mechanical equipment, valves, manifold assemblies and process plant integrated packages.

Seconded mid-way through as interim Project Manager for set up and de-mobilisation of temporary installation at Spitzbergen for Drilling Rig repair following storm damage.

Scott Project

Responsible to Procurement Manager for the sourcing, ITT, negotiation and award of capital equipment requirements for the Scott Project in the N. Sea operating area, predominantly items for Sub-Sea installation. Equipment included; trees, manifold assemblies, valves, bulks, structural steel, pumps, pipe and risers, umbilicals and controls. Also drilling and flare equipment packages.
